YOU ARE RESPONSIBLE FOR EVERY FLIGHT
The ‘open’ category addresses the lower-risk civil drone operations in.
The ‘open’ category is subdivided into three subcategories, namely A1, A2 and A3.
No operational authorisation is required before starting a flight.

2. LOCAL DRONE REGISTRATION IN THE NETHERLANDS

The registration number must be LABELED on the drone.


2. CE-LABEL OF YOUR DRONE
As of January 1, 2023, all drones will be required to have a CE label. From then on, the category of the drone will be determined by the CE label. The category indicates which rules apply to the drone. Until then, an extensive transitional law applies that is described in the document European drone rules for pilots currently flying recreationally (see external links).
All drones that are not certified by 1 January 2023 with some CE-label will go to A3-category for drones (a lot of restrictions like mandatory flying 150meters from people and buildings). For example Mavic 2 will go to A3 category even it’s Drone from A2 category right now.
YOU MUST BE REGISTRED AS A DRONE PILOT AND DRONE OPERATOR
- If your drone weighs more than 250 grams you must obtain a pilot’s license (A1-A3 or A2 depending on drone class). If you are going to fly your drone you must have the pilot’s license with you at all times.
After you pass online examen A1-A3 or A1-A3 and extended one – A2 via one of the drone online flight schools you can order your Pilot License via RDW site (your school will send you the link to register your Exam via Digid ID on your name).
The pilot’s license is valid for 5 years, after which you probably will be asked to retake the exams again. - You must register yourself as a Drone operator (receive Exploitantnummer) in the case you own one or more drones and fly with them (Aanvragen vliegbewijs of exploitantnummer voor een drone).Without registration, you can be sued up tot 7800 eur.

2. Remote ID Mandatory from September 2023
Shall we program Exploitantnummer in Drone profile?
I didn’t find it mandatory to put your details in the Drone profile right now. It will be changed next year with the implementation of Remote ID but nothing to obligate to do right now.
This is not yet possible for most drones. DJI drones, for example, send a UUID (unique user identification code linked to your DJI account). It is different from the operator number. You cannot change this UUID yourself right now.

U vraagt een exploitantnummer aan bij de RDW. U brengt dit exploitantnummer zichtbaar aan op uw drone(s). Dit kan een plaatje of een sticker zijn. Indien mogelijk kunt u het ook digitaal invoeren in de software van uw drone.

You apply for an operator number from the RDW. You visibly place this operator number on your drone(s). This can be a plate or a sticker. If possible, you can also enter it digitally into your drone’s software.
3. DUTCH FLIGHT SCHOOLS


You will receive the link for obtaining your pilot’s license from the RDW website after you have passed the A1-A3 or A2 exam. The email with a link will be sent after the Exam by your Drone school.
You must download it and take it with you every time you fly your drone.
